For a person like yourself, I think the Rough Guide Paris and the Time Out Paris would be useful in giving the advice you're interested in. Also very useful would be Rough Guide's French Hotels and Restaurants, which is basically the English language version of the French Guide Routard, and includes many Paris neighborhood restaurants that don't get in other guides.
