Is SJU considered an International destination from the US?
Quick question regarding Duty Free:

I'll be flying through SJU from IAD in Jan, continuing to a non-US Island. Where is the best place to purchase duty free liquor?
A) at IAD. Can this even be done, as SJU is in the US? If so, and I am connecting, seems I might have an issue getting through security with the liquids...
B) at SJU. Are there may opportunities/deals to be had?

Appreciate any advice...
