It appears that this was illegal (and enraged the customers, not that Chase cares ) so, now they appear to allow 37 days after billing to cancel and get an annual fee refund.

Not that I am doing much business with Chase any more. It's hard to believe things could get worse there, but, not that they have taken over WaMu (which was worse than Chase) ...
