I have used the card at Phuket and other places in asia without any issues.
The comment about the card coming form the Bangkok Marriott Office is correct and they are very willing to sell the card to anyone. I would recommend having the card with you when using the coupons but both the card and coupons are fully transferable and I have used that feature without any hassle.
