In fact, on several occasions I have ordered the card through the mail (they require a pre-stamped envelope with an international stamp available through the US post-office) and on other occasions they have had the cards at the counter when we checked in. They have never given me or my companions any hassle about ordering the cards as U.S. residents and in fact they call me from Thailand each year with promotions to renew the card (always in the middle of the night!). I have used the card at Phuket and other places in asia without any issues.

The comment about the card coming form the Bangkok Marriott Office is correct and they are very willing to sell the card to anyone. I would recommend having the card with you when using the coupons but both the card and coupons are fully transferable and I have used that feature without any hassle.
