It is not as prevalent as it used to be because walk-up fares are dramatically lower today than they were 5 or 10 years ago. There is no longer a need in most markets.
Now, if you could plan for relatives to pass with 21 days notice. The airlines would probably reinstall the Saturday stayover rule.
