Correct, although it wasn't the FAA, it was Congress and then-President Bill Clinton (TEA-21 was the bill I believe). The FAA cannot tell the airlines how many flights to schedule. They can request a schedule reduction, just like you and I can request such, but no one other than Congress can command the airlines to fly a certain number of flights, per the Airline De-regulation Act of 1978.
