And in my case, the IAD-FRA trip worked fine with last minute upgrade. Just the FRA-IAD return had this problem. Clearly, it is a problem with the gate processing. I hope they have not set it up such that anytime an agent makes a mistake of entering the info about the collected cert, the system automatically dips into the electronic pool.
