Not at management discretion as far as I am aware, just the criteria you specify. Whether it is worth it or not is an entirely different mater - for being able to play your joker once a year (even with it's restrictions) you may consider it is worth it. Other benefits may be less easy to quantify, such as the corporate hospitality invitations. The last one for the London 2012 event was very good I must admit though.
