For a traffic violation, yes, not a parking fine. In B.C. we're on a plate-to-owner system, so even red light tickets go to the registered owner (Hertz) who will pay it off.

Now, if he had gotten a speeding ticket, that's different. Hertz would never hear anything of it as it goes to the driver. But parking and photo violations always go to the owner.
