For the most part they arent from the city and only know the basic routes. I had to battle one to use this Atlantic Ave and another battle once leaving city taking midtown (LIE ) and having taxi get off at a jammed LIE at Woodhaven down to Conduit to JFK. I would never take the Belt all the way around to the Battery tunnel...
No person should ever take the Belt Parkway from JFK to Manhattan. It's just impossibly out of the way. At a flat rate I doubt a cabbie would purposely take a long way for no reason, besides not knowing better, but still.
