Acc. to CC all drivers have to be on contract, but what about #1 gold spouses?

According to my CC, they will cover insurance only if all drivers are signed on the contract.

But what does that mean for spouses who are #1 gold. According to Hertz you dont have to be put on, will the CC still cover? If not, will you be charged if you ask hertz to add your spouse on?
