My recollection is that PP was always part of the $499 card. It's only the $99 PP membership, which comes with no free visits (now $27 each). I could be wrong as I wasn't interested in returning to Amex, but it didn't seem like a huge benefit at the time -- I'm sure the bonus AP miles are more persuasive.
