TPE-Shanghai or TPE-PEK nonstop direct routes (without flying over HKG airspace) just got approved by China and Taiwan govts, so it's up to carriers to apply. Traffic on these nonstop routes is expected to be huge. It would be convenient if UA can get rights (via open sky negotiation) to fly TPE-PEK or TPE-PVG. Then it would be easy to justify resuming nonstop SFO-TPE again.
TPE-PVG and TPE-PEK are neither international route nor domestic route and UA or other US carries can't apply for those routes.
The sky between China and Taiwan only open for China base or Taiwan base airlines.
The only way that UA can do is to code share with Air China or Shanghai airlines.
