There is no floor storage allowed during TAXI, TAKE OFF & LANDING only, at any other time there is no problem leaving things by your feet, on the ottoman shelf etc.... Upstairs you have a side bin (if you are in a window) but the overhead bins are big enough for a purse and a blanket. Downstairs you have full size bins for the biggest carryon (legal) that you would like. So again, it depends. Personally I would take the downstairs window facing backwards. But that is just me.
