I called the 1K desk just to see what they would say (basically test this). The agent thought I was nuts (in other ways, she was correct). She had not heard of this at all. I told her to check with a supervisor. After waiting about 15 minutes, she did indeed say that I was correct. I asked her how the rank-and-file international agent would know this. She said that they modified the profile to reflect the change. I wrote it down but it's not with me at the moment. I will post it later, but if anyone has it, feel free to trump me on it.
