Well, partially. In my recent experience, NW offers about four elite passengers sitting in Y per international (i.e. to/from NRT) flight an upgrade to J. I don't know when this started, or whether DL will continue, but I have observed several very happy looking people in boarding areas recently as empty J seats have gone from 4 to 0 pretty consistently.
