I would ask at the national tourist office (or email them) - called the VVV. Most activities (such as the arrival by boat in the various towns) take place from 15-30 november. There's also a Sinterklaas museum in Zwolle. I'm certain there are restaurants that do a Sinterklaas brunch or dinner on the 5th.
