If the last part started "UA STAR GOLD" as if defining a fourth section of the rules then I'd agree. But given that it starts "NOTE", that note is an addendum, or variation to the previously stated rules for Star Gold members.
But this is probably why there is often a problem. If the RCC staffers simple scan for where it mentions UA's *G members they will not see anything that explicitly says "Give them 2 drink certificates".
It should say something like: "Note: UA's own Star Gold members have the above entitlements with the added restriction that they must be travelling on a same-day international ticket".
