If I do a logical analysis of the above statements, I see the following:

There are two classes of customers having access to the RCC.

The first class is comprised of UA F and C international ticket holders who are neither *Gold nor RCC members. They are allowed in, with a guest, and may receive two chits.

The second class is comprised of *Gold members. They also get access, get two chits and may bring a guest. There is one restriction in this class of customer: if they are a UA *Gold they may only have access if they are traveling internationally. It does not say "they only can have access if traveling internationally and they are not entitled to drink chits."

Therefore I believe that according to the statement above *Gold UA customers would be entitled to the chits.

There are also other rules implied in the text of the statement that I don't want to get into because they are not quite relevant to the topic of this thread.

The caution of course is that this assumes that the guardians at the gate are capable of logical analysis.
