I work in the industry, but my company does not serve residential acounts. I know Green mountin well and they are a good company. My under standing is that no mile have been or are planned for the PA market because it is working OK without such inticements as of now. CA had very little customer switches on the residential side, so they began offering miles.
Further, for any customers in PA, and Philadelphia area specifically, switch from PECO. You get to keep the savings PECO is offering on your Distribution bill while also getting the addtional savings from your generation provider if you choose anyone except for the "green" providers. There are even some green products that offer savings.
Again, I have no upside, my company does not serve residential accounts. I am personally using the cheapest provider that was available last fall. They are the non-profit Energy Cooperative Association of Pennsylvania. You can find their and all other supplier information at the Public Utility Commission Web site for competition.
