German law prohibits stating prices without tax. They always include the VAT in Germany.
That's the case in the UK, too. Unfortunately, hotels claim that that is confusing for Americans who are used to tax not being included so they often practise this - not just for Americans but for all of us.
It also has the effect of making prices appear lower (or less high) than they really are.
