CO can't respond, they didn't get enough long haul planes to do so. Delta had a huge reserve of planes being mis-used domestically.
But many of those were never ETOPS rated from what I remember. So they can't just use those planes for most of these destinations.
They have tripped Hawaii service and moved more and more of it to 752s recently so that would definitely free up some planes.
