If one arrives at ORD on an international flight in the afternoon and then has a connection, can one use the Arrivals Suite in Terminal C?

On ual.com it states:
"Start your day refreshed with United Arrivals SuiteSM. A retreat where international United First and full-fare United Business customers traveling on a same-day ticket and arriving before noon may enjoy a shower and continental breakfast."
However, ual.com lists the hours for the ArrivalsSuite at ORD to be 5:00am - 7:00pm. Does the "before noon" refer to continental breakfast and one can use the showers until 7pm? Thanks
