Maybe I'm wrong but are the denied bording compensation rules and agreement between the airlines and the US Transportation department ? If so you all should complain to the FAA. This will resolve the issue real fast since it will appear as a complaint against the airline.
I know a couple years ago UA was not properly advising passengers about their rights concerning overnight accomodations
and meal vouchers that they were supposed to get BY LAW. It appeared on an audit of airlines. UA agreed to change the practice
but I know they still attempt to keep from giving out the hotel accomodations.

I doubt that UA will want to see their complaints go up since this is in the same
report as the baggage handling report.

Sometimes it takes a complaint to a third party to get a corporation moving especially since, at times, it seems that the right hand does not talk to the left ayt UA or they just try and see what they can get away with.
