I use the following phrases when they do not offer Travel Credits:
1. "I would really prefer the Travel Credits instead of the Round Trip ticket, because of the large amount of International Traveling I do."

2. "If you can't, that is fine. I have had good luck sending the RT ticket to United, explaining the problem, and they have sent me the travel credits later. I just hate going through that whole process. Could you check with your supervisor (one last time)?"
IF THEY SAY "NO" AGAIN
3. "Thanks for trying for me. I guess I will take the RT ticket."
Since using this, I have ALWAYS gotten Travel Credits. At #3, I am sincerely ready to take the RT ticket and mail it to United later, but I have always gotten the TCs. It might have something to do with thanking them instead of arguing the point further.

I contacted United customer relations through their 1-877 number and was instantly connected to someone. Apparently, the ONLY way to get a $-OFF cert if if you were bumped off an international flight. I even gave her the code to look this up (S*UAL/DENIED-VDB) and she said "yup, only for international flights."
"But, as a one-time exception Mr. EmoryFlyer, you can mail me your free ticket voucher in exchange for a $200-off cert."
