But for Cuba's sake it would take all aircraft with US registry-heck they get money for overflights daily from AA and UA so landing for fuel would be fine.
As for the fueling with passengers problem it is truly a country by country issue. Here in the U.S. there must be at least one open door with either stairs or jetway connected, also a fire engine must be present. For other countries, like Germany, it is much less strict and on the other end of the spectrum there is Peru who doesn't allow the practice at all.</font>
In Germany the rules are as strict as in the US. In Lufthansa`s Flight Safety Manual it says: At least 2 Doors has to be open and connected with stairs or airbridges,and there has to be an FA on every door.also all other doors has to be in armed posission .there must be a zone of 10Meters clear of any cars or items and it is not allowed to use the lavatory`s .
Refueling during a thunder stormand overwing refueling is not allowed .
