Safety issues aside, part of the reason for putting headrests down prior to landing is to assist the FAs in "cleaning" up the cabin, making for a faster turnaround. This is the some of the logic behind window shades up, headrests down, seats restored to upright position, headsets collected after intl flights, etc.
