I am 6'0" and when the headrest is down, it hits me square in the lower shoulder blade and actually forces me to sit forward in the seat. I do not necessarily use the head rest for my head, but like to have it out of the way so I can sit back in the chair.
My latest instance came today. MCI-DEN on 757 (seat 4D). Take-off....nothing mentioned that headrest was up. Landing, however, the flight attendant woke me by forcing the headrest down, saying it needed to be down for landing. However, seats 3A, 3B and 3D ALL had there headrests up and she never mentioned anything to any of them and they were up clear to the gate.
I've had it jammed down onto my shoulders too. I'm pretty sure the policy is to have them down for takeoff and landing, but I don't understand the logic. I'm sure it's 'primarily for our safety'.
