In the other popular thread this morning, 1Ps are celebrating a higher boarding priority for Y seats, and it's likely not because they like to squeeze into a metal tube for 20 minutes longer than everyone else, it's because of the shortage of overhead bin space because of people violating the size rules.
I would love to be able to be the last one on board and still have room in the overhead bin for my compliant bag.
I'll echo your sentiment in seeing it as a positive move. I also love those rare occasions when I was near the last to board with only a small bag that I store under my seat. The FA would look at me with such gratitude that they didn't have to search high and low for another space. I jokingly told one FA, "oh don't worry... if I'd have needed an overhead, I'd have been here sooner!"
