I'd pretty much argue that advertising the ability to earn 1,000 miles, then down in the terms saying that all you have to do is, umm, spend $250 in each of two Safeway shopping trips is pretty close to bait and switch.

What was the switch? This is a simple "spend x money to earn x miles" promotion that is straight forward. Not LIKING the terms is not good enough reason to call a B&S (though I'd agree that the grocery miles program in general sucks)
