Well it certainly doesn't seem like a fantastic deal but what would you consider to be proper? Shop once and spend $100? $25? It's a promotion to earn 1000 bonus miles and it clearly spells out how to earn it. All bonus mile offers require you to do something - whether fly X routes, apply for Y card, shop at Z merchant.
