Last week I saw them using the sizer at the security line in BOS. Seemed to cause quite a bit of confusion. For some reason they just waved me through.
On pretty much every trip over the last few weeks I heard GA announcements that the 1 carry-on + 1 personal item rule is a TSA or FAA (it varies by GA) rule that United needs to follow.
