As a regular victim of Deutsche Bahn, I can tell you that 1st class cars are 27 and 28. The restaurant and buffet is in car 25. Car 21 is the therefore the farthest away from the buffet car, making the drinks service a real joke, as I presume Deutsche Bahn will not stock any drinks in car 21 but instead make the conductors get the drinks from car 25 !

On a side note, please look at this picture to see how Deutsche Bahn solved the lack of 1st class cars on a replacement Inter-City for acancelled ICE recently... just stick a piece of paper next to the 2nd class sign and designate it 1st class...at full fare ! Customer service at its best....
