Sounds like they are just matching the announcement a couple of days ago from "PremierNewGlobalAirline", NeWDelta. DL aligned their bag fees to NW's, dropping 2nd bag from $50 to $25 and raising 1st bag from $0 to $15.

UA's interesting spin on it is "when they pay for it on united.com between Nov. 10, 2008 and Jan. 31, 2009." Unclear from the article whether the $15 is now the discounted rate, or whether there is a 20% discount from the $15 if they prepay on .bomb.
