I bet ICHG constantly receives complaints from guests staying at IC Miami West (I personally think that it's the worst IC in the States, probably the worst in the world), so I guess the hotel is under probation or on the "watch list", and whenever VIP guests finish the stay at IC Miami West, the hotel has to email a survey to the guests to see if things get improved. If ICHG is satisfied with the feedbacks, the hotel will be taken out of "watch list". It explains why you receive survey after staying at some particular hotels, but not all. Well, I'm just wild guessing, u don't have to agree with me.
