Can't be done. The only way to get status (SE, E, or P) with Air Canada is through status miles. You cannot buy or transfer status miles. The normal way you can get them is through BIS (butt in seat). The only noteworthy exception is with some of the unlimited flight passes where you get a flat number of status miles posted to your account monthly for the duration of the flight pass.
Sounds like you won't reach SE this year since you are still a long way off, but you will probably get early qualification next year.
Here's a tip. Do not pick 2500 status miles as one of your Elite benefits for 2009, because when you cross the SE threshold next year and pick your new benefits, AC will subtract them. Instead, pick benefits that they can't take back such as upgrade certificates.
