Althought I have not stayed at the IC in Dubai, be careful that they do not need copies of Passports for government registration. I know some of the middle eastern countries require that their hotels bring documentation to the "vistor office" every night for the guests that are in the hotel. Those countries are alot more careful about who checks-in and out.

The "my friend will arrive later" gig works like a charm.
