is this a way to use your amex card in places where it isnt accepted i.e. use amex to pay paypal and the top up card to py for the items? one for raffles, i think as my brain hurts today

edit: ive just re-red it and it looks like you may have to have fund in the paypal account first which would mean paying the 3%(?) fee, might be wrong though...
