I have been keeping pretty close watch on summer fares to Europe for the past several years. Usually there is one fare sale in February and then there are also lower fares come April or May. I'm usually not picky as to which city I fly into initially so I check them all. Some years FRA is the bargain, some years it's BRU and AMS and some years it's CDG or LHR. Once I book one of those I usually book another flight to where I really want to go. This usually saves me a considerable amount.

Edited to add that I haven't seen anyplace in Germany, including FRA, be the bargain city in about five years.
