While similar technology is possible, the actual satellites that LiveTV uses are over North America, so those feeds won't work in Europe. If someone wanted to grab a feed off one of the many satellites over Europe and work out licensing and whatnot they could, but my guess is that there isn't enough consistency of languages and content to make it as viable as the USA has.
