This happens all the time. Lugguages are always exposed if they are towed near the aircraft and left abandoned, they are always exposed to the elements. Most airports I've been to dont' have "covered" carts; only a few does. SWA GC usually tow loaded carts out waiting for the aircraft to arrive. If you are at a gate with low utilitization, the carts may be left for a long time especially if there is a delay with the arriving aircraft.
