We're not renewing our RCC membership until January and just the other day got access to the SFO domestic RCC as *G on an incoming international itin. after clearing Immigration and walking to the domestic terminal. We'd gotten *G access to the RCC in the international terminal when we flew outbound.

The point is that in the U.S. there is no "transit" as in some other countries. Everybody first clears U.S. Immigration and Customs after landing; thus, there is no access to the international terminal. Hope that helps to clarify.
