*If you were flying LAX-YYZ nonstop, chances are your bags could be transferred directly without your needing to claim them before clearing Customs. Canada is probably the only remaining location where the USA allows ITI for outbound luggage (but not passport control). Unfortunately, in your case, since you will be going through ORD as well, you will need to claim your luggage.
The OP is arriving SYD-LAX so it make no difference whether or not s/he is then flying LAX - YYZ direct or LAX-ORD, the arrival from SYD mandates that OP clear customs/claim luggage, etc...
