So you simply give one of the "offenders" another command. One would think the one with the lower rank who isn't in the public spotlight and who isn't irreplacable.
Pretty idiotic to kick off both and leave the Navy's publicity team with one grounded plane and some bad publicity.
The point is that due to the nature of the organization the situation should never be allowed to occur in the first place. Thus actual penalties rather than simply taking steps to alleviate the problem.
