This sounds like someone should not be allowed to take care of a child.
Sadly, I'm not making this up. The woman didn't have a wedding ring on so I'm assuming she was raising the kid alone, and was way way over her head with it. I looked around for someone to report to after getting off of the plane, but by that time the woman and her kid were long gone.
