"the" answer
Well, I heard back from Marketing, and this is the reason:
"Simply, that's the way it was initially designed to quickly get a second Award option (e.g. Freedom Award) out to our Customers last fall. We have heard this request before and will continue to monitor the demand for this type of request. However, there are no current plans to make that change."
It's not the answer you were probably looking for, but we are keeping an open mind on the subject.
