Now AMEX is widely advertising the 10K sign-up bonus, and I signed up just hoping I could get the 6k in difference, however, I was denied for any enrollment points and was told it is just for new user, whatever the points I got last time is all I could get my whole lifetime. I do not remember from what source that I got into that "false" assumption (difference in points), but is it never the case at all?

You can sign up for the SPG business card and get the 10k bonus. Just list your business as a sole proprietorship and you should be fine.
