It's especially an issue in the military because it's a *COMBAT* organization. In wartime that superior can order a subordinate into harm's way or keep them out of harm's way.
So you simply give one of the "offenders" another command. One would think the one with the lower rank who isn't in the public spotlight and who isn't irreplacable.
Pretty idiotic to kick off both and leave the Navy's publicity team with one grounded plane and some bad publicity.
