It's especially an issue in the military because it's a *COMBAT* organization. In wartime that superior can order a subordinate into harm's way or keep them out of harm's way.
Furthermore, unlike a civilian job you can't quit a bad situation, either.
Of course sex within the chain of command is a very big no-no.
