In my company I'd expedite this guy onto the "to be fired at next opportunity" list ! Typical of managers with a sense of entitlement and not entrepreneurial spirit.
Even if your contract states Business or even First travel, sometimes you just have to forget about this if the company is struggling or cutting cost to survive a downturn.
